Thanks for the link. Curiously "Table 3: Supported features MSE" shows
item Capability Spec Status Support
3c PushMessage 4.3 M Yes
In other words, PushMessage is mandatory and support is claimed.
But it cannot be used for sending as described in the MAP spec.
