kCBAdvDataManufacturerData correct length, but all zeros (in background)

IOS 6, while our app is running in the background, dummping the advertisement dictionary in didDiscoverPeripheral reveals a

kCBAdvDataManufacturerData entry that is the correct length, but whose content is all ZERO (except for the company id).  This works fine in the foreground. Is this by design or is this just a bug.  Anybody have any insight on this?
