A2DP AAC Codec on iPhone 3GS

I've been doing some product testing using the AAC codec in A2DP and my application works great with newer devices, but when I test with an iPhone 3GS running iOS 4.2.1, the device won't connect to my AAC Codec Endpoint and won't allow me to connect to its AAC Codec Endpoint.

My iPhone 5 (iOS 6.1.4) works fine and so does an older iPod Touch (iOS 4.3.3). In my tests with these devices that work I set the Bit Rate to 0 for my AAC endpoint's capabilities.

In addition to testing with the bit rate set to 0 for the 3GS, I tried increasing the bit rate to a large value, greater than 500,000 bps, but I still can't use the phone's AAC codec. Not sure what the problem is, any iOS AAC A2DP Experts out there?
