Just throwing one more response into the hat:
A.) I agree with Etan. Perhaps enterprise is the best route for you. It's really easy to have set up so long as you have all the proper business registrations.
B.) Since this doesn't pertain directly to iOS7 or anything that would be under NDA, during their Bluetooth session yesterday they said they want you to send in your devices with a well written description of exactly how they work.
So my guess is that they are going to start getting much more strict about that requirement (a good one in my opinion.) And again, I would call them or email either of the three guys that gave yesterday's presentation (which is available on the developer portal now.)
