May I ask you what kind of normalization is done between the strength of the received signal and the transmit power in the advertisement packet (of the peripheral) ?

Feel free to share the formula, or the concept as you may know or suppose it is.

It's the signal strength of the advertisement packet as received by the central, normalized against the transmit power (which is a field in the advertisement packet). This normalization means that you're trusting the peripheral to not be lying about its transmit power (so you shouldn't trust RSSI for security through perceived proximity, which is a good guiding rule in wireless transmissions anyway :).
