Yes, the connection succeeds in that time range. I originally wanted to achieve 1 sec or so. Apple's engineers used to suggest that connection happens "fifty x" times slower than in the foreground. As a consequence, if the connection happens in 200ms in the foreground, that means 5-6 seconds in the background. Considering some even more uncertainty in the values seem to confirm my results.
