In iOS 3 we wrote an app to use Bonjour over Bluetooth and it worked then, although not terribly reliably (before BT tethering, I think). Has this behaviour changed?

Nope.
In fact, it may even only work with Bluetooth when you are connected for Tethering,
as the iPhone cancels the Bluetooth PAN connection when it is not setup for tethering.
