I can confirm that iBeacons work across a reboot.

In my testing, nothing has changed in 7.1 at the CoreBluetooth level. After rebooting my device, I’m not seeing either my delegate get called – whether running as a central or as a peripheral. I also haven’t seen a change in behavior around quitting the app – if I force-quit the app, I don’t get re-launched (as was the case with 7.0).
