In passive scanning mode, it only receives the advertisements and won’t send a scan request. The UUID is most likely the more important piece of data as it allows active and passive scanners to filter/key on that. The local name is most likely just helpful for the human (although I know of a few devices that solely rely on device name built around the MAC address and don't use UUIDs at all, so in that case the name should be in the advertising data).
