This is a bug, I have reported it under rdar://18441660 and it was closed as a duplicate of rdar://18271369, but please report again with your own specific symptoms and perhaps it will get more attention. The bug went through a few different phases during the final GMs of Yosemite but still exists in final release which is very unfortunate as it means the public are also faced with this issue and we have to provide support for it. For me, the paired device cannot be removed as the usual ‘cross’ button is not displayed, even though the device is displayed in the ‘paired’ section. The pair button is still displayed instead. You can force the removal using the Bluetooth explorer tool available in Hardware IO tools, Tools > Modify software & device configuration > check ‘delete all link keys’, ‘remove all favourite devices’, ‘unconfigure all configured devices’ and ‘restart the blued process’ then perform actions.

I have a peripheral BLE device
which requires encryption to read a certain characteristic.
On Mavericks this triggered a request to pair which we answered
with a 'just works' pairing response. This worked and the
connection was then encrypted allowing the reading of this
characteristic.
This does not work on Yosemite, it appears to fail pairing but
keep the failed keys. Attempting to trigger pairing and/or a
higher level of security does not seem to remove the existing
pairing information although the blue tooth preferences do not
indicate that the peripheral is bonded. I do note however that
the blue tooth preferences display is different and does
indicate changes in the area of BLE pairing.
Can anybody help me understand why this is and where we are
going with it?
