The reason is as follows:
When we deal with multiple peripherals(having same service UUID),
We want to list only limited discoverable mode device for pairing.
If a device already was paired, the device will advertise with general discoverable mode and
will not display on the list for pairing.

Flags are not exposed - feel free to file a bug request to ask for that ability to be added.
Out of curiosity, what do you need them for? The current set of flags are pretty esoteric.
