Ignoring the Flags field for a beacon

The Core Spec Supplement says “The Flags data type shall be included when any of the Flag bits are non-zero and the advertising packet is connectable, otherwise the Flags data type may be omitted”.

Then, I understand that a generic beacon simply broadcasting should not include the Flags field at all.

Is that something you also agree with?

I'm afraid this could cause my beacon to not show up in iOS even if it does as of today.
