So, there might be a way to hack this without using the Hands Free profile using only GATT:

1. Subscribe to the ANCS: https://developer.apple.com/library/ios/documentation/CoreBluetooth/Reference/AppleNotificationCenterServiceSpecification/Introduction/Introduction.html
2. Whenever you get a notification for an incoming call, send back the "Decline" action.
3. I'm not sure I've ever seen this work successfully, but theoretically it should.

I ran into a situation that after talking to my BlueTooth provider, I realized I should've mentioned before. Apparently the device that they are developing is BT LE only. 
From what I read here: https://developer.bluetooth.org/TechnologyOverview/Pages/BLE.aspx, BTLE only supports GATT profies. And the Hands Free profile is not GATT.

After a quick look at the GATT profiles, I don't see any that might help me. 

Any other ideas? Or is it possible to use the Hands Free profile on a BTLE device?
