I wasn't sure if this is the proper place to look, but I thought I'd give
it a shot, and please let me know if it's not appropriate or where would be
a better place.
We currently have a hardware provider that gave us a BLE device with which
we are interacting with our app. But for the past few months, they haven't
been responsive and we need to find someone else to help us.
If there is a way to change our current device's firmware, even better. But
starting from scratch could be an option as well.
Currently, what we are trying to do is to be able to find out when an
incoming SMS or Message arrives at the phone and let the app know so it can
act on it.

Jan,
It would be helpful when looking for a firmware programmer to what specific
manufacturer and chip model the board is using, ie CSR, Nordic, TI etc. and
the model of the chip. Ideally you can find someone already familiar with
the specific hardware so you don't need to pay them to learn it.
I'd then also post on upwork.com for a contractor who knows that specific
hardware and ask them to provide a small code example for that device. That
will quickly find someone who can contribute.
