Programatically Designing a GUI

Evening All,
I realise that NIB files and the integration of Project Builder and Interface Builder makes Cocoa GUI development relatively straightforward, but say I wanted to create an application that had a Aqua GUI but used no NIB files whatsoever, could it all be done programatically like in the days before we had NIB files?
