Blaming Apple is too easy. The GNUStep project was started back in 1991/1992
or so. While NeXTSTEP was in stasis for nearly half a decade, the whole
GNUStep system could have been made functional. But FSF didn't think that it
was a priority (despite my urgings). And without some sort of institutional
sponsorship, GNUStep really never happened.
