Sorry if I sound so simplistic, but this seams to be a perfect task for wiki. And to be honest, if you really would like to improve your Cocoa understanding while doing such project, use WebObject instead of PHP. Believe me, this will bring you much further.

On separate but related subject:
I am not convinced that the "description forthcoming" is a real stumbling block worth mentioning. Apple inherited from NeXT the set of frameworks with the most consistent naming standards on this planet. They are so consistent, that quite often I just think "hmm, it should be a method that does this and that", and I type doThis:withThat: and press the compile button, and I feel like there is a chance of 70% I will not get even a warning. Taking into account this consistency, and consulting the headers (use the source Luke) should bring any reasonable person quite far. With all due respect to some of the members of this list, the biggest source of confusion, is not the quality of the documentation, but the lack of good C knowledge and understanding of the basic object oriented concepts, as well as insufficient experience with different programming technics and algorithms. To improve that type of skills no amount of Cocoa class documentation will ever help, but books like "Pragmatic Programming" will certainly do so.
