Another way to set the system time zone???

If the System Preferences Panel in a hypothetical pre-release build of Mac OS X would not, for some strange reason, let the user set her/his time zone (say for example that it grayed out the popup menu of time zones whenever one chose a region on the world map, and displayed the text "No Time Zones"!?!), would anyone be able to think of a workaround. A way, for example, of setting the time zone that didn't involve the System Preferences UI??
