From NEXT, to Apple, to ... the world

I don't know if this is an appropriate forum, but it seems as good as any. What are peoples views on Cocoa as a cross-platform solution?
It seems to me that Apple would have nothing to lose by either writing Windows and Linux versions of Cocoa, or open sourcing it. Surely this would result in a net flux of software to the mac, since presumably around 95% of developers are windows developers. If they had the option of developing in Cocoa, maybe some would, and then it would be a simple matter of recompiling to port to Apple hardware. It would be highly unlikely that such a move would actually result in a reduced availability of software for the mac, and any increase would, of course, help Apple hardware sales.
I am very new to mac development, and I seem to recall that this may have been one of Apple's plans with Rhapsody. Can anyone on this list elaborate on what exactly Apple's plans were with Rhapsody, regarding Cocoa, and why they were abandoned?
