Is it possible, anywhere, to get this stuff in PDFs? Those, at
least, I can print out and mark up. The web pages are good if I
actually knew what I was looking for, but since I don't I often give
up or don't know about stuff.

The Programming Topics are not yet available as PDF documents. However, there is PDF for a lot of the pieces., such as the framework docs.

For example, the AppKit doc page is here:

And has a link to a PDF containing all the AppKit doc:

Some on this list have mentioned that they prefer reading the framework docs this way, since they can search them all within one document.
