The same here. And this is already for a while. I cannot use my ADC id & password to send bug reports...

This seems to be a very common situation--I had the same problem. It seems that something is "wrong" with your account which is causing the bugreporter to choke.

If you look at this page:
http://developer.apple.com/bugreporter/index.html

there is a link to a form to report the problem:
http://developer.apple.com/bugreporter/noconnect.html

After I reported my problem, it got fixed within a day.

(Alternatively, there is also a link on the first page to submit a bug without going through the main bugreporter. Some people don't know about that...)
