That's a current limitation of the Menu Manager. We plan to lift that limitation in the next major release of X.

I hope you don't lift the limitation without bringing back tear-offable menus! I find even two levels of submenus to be almost unusable otherwise, and I see novices struggling with a single level of sub-menus.
