The menu items that are put there by the dock won't notify your app, but the rest will. The general notifications you're looking for just don't exist. If you'd like to see them added, feel free to send Apple feedback about it.

If the user selects a menu item, it will send the menu item's
action message to its target. There's no way to tell when a
user lets go without selecting an item, though.
