No, they are not. Take a look at /System/Library/UserTemplate/. The directories contained therein are used as templates to create new home directories, and the sub-directories all have the same names regardless of the language. However, that being said, I would think that the NSSearchPathForDirectoriesInDomains solution would be best, in case Apple ever changes this.
