This has now been answered (by Norbert Heger, thank you). The answer is:
no, it's not a bug, but it does seem to be one of those poorly documented
Cocoa interrelationships. Tooltips require the window to be key, but
setting the mask to NSBorderlessWindowMask overrides the rules about key
windows, so the solution is to make a subclass of NSWindow that insists it
can become key. m.
