For distributing straight documentation, I agree. However, I think
what I'm suggesting goes beyond that.

right.. but as I said WWW presentation is the lowest common
denominator, and barely better that RTF (I doubt most newcomers will
know this, but the RTF Next docs back in the day had hyperlinks built
into it... pre WWW era)
