Dragging to the finder

Is there a way to allow the user to drag an icon to the finder, and then get the location where it was dropped (including if an item was dropped in the trash)?
Just for that extra bit of complication, I am writing a download utility, so the file the user is dragging does not exist yet, I just want to get the location to download to.
