Actually, it is easier than you might think. Any application that can
print, (native OS X) can save a PDF file. Here is how.
Go to your web browser and go to print. Then you will see a button in the
print dialog that says "Preview" this will then proceed like it is
printing, but will open your default PDF viewer, Preview.app or Acrobat
Reader, etc. If it opens the printed (preview) document in Preview, you
can select "Save As PDF..." from the "File" menu.
