How to submit Mac OS X bugreports?

What is the preferred way to submit Mac OS X bug reports and feature
requests?
Should I use the form at
http://www.apple.com/macosx/feedback/?
Or should I rather use the (seldomly working, **extremely** slow, and
generally painful) bugreporter at
http://bugreport.apple.com/?
If the latter, should I resubmit all the stuff I've committed via the
feedback page once again to the bug reporter?
Is there any chance that one day there might be once again something
like the old BugNext application (whose useability exceeded both
abovementioned ways to submit reports by far)?
