Because you need to be a member of the Apple Developer Connection to download the software tools update.

It costs NOTHING to join. And then you can download it. All you need is the bandwidth.

To join you also agree to some kind of longwinded legalese that
probably mentions your soul.

On the other hand, downloading the IE update also involved
agreeing to a licensing agreement, if I remember correctly.

Heck, if I've signed up for iTools, why should I sign up
again for the free ADC? They've got all the info. Make
free ADC a form of iTools account.
