open this file in the plist editor:
/System/Library/Preferences/Internet.preference/Contents/Resources/YourLangu
age.lproj/DefaultHelperApps.plist

duplicate the Internet explorer stuff under default web browser, and set the
IsAppleDefault value to false for IE, true for OW.

Then edit both these app's plist files and transfer defaultness for HTML
(.html) and LINK (.url) file types to whereever you want it
