Finder's window titles don't behave as proxies for anything... They are
inconsistent with all cocoa apps.
And as far as having the computer icon represent a proxy for either "all
of the disks" or as another person said, the "root directory". Neither
of these notions makes sense. The root directory is the root of the osx
disk. and how does a proxy represent "all of the disks" on a computer?
What would that ever be used for in the sense how all other file proxies
are used?
I guess the answer to my question is, use the Carbon api and ignore the
HIG guideline just like Finder does.

Why then does the Finder display an Icon when it is open to "Computer".
Mine says "Tom Waters' Computer" and it has an icon of some Macintosh
that I don't own.
What file is that associated with? What document?
I would expect that "Tom Waters's Computer" would function as a proxy
for all of the disks on your computer. If it doesn't function that way,
it's probably a Finder bug.
