NSPreference API

Is the NSPreference API ever going to be opened up? Same goes for the docklet API. I know there's a 3rd party glue library for docklets, but is there any good reason that Apple hasn't opened it up yet?

It would be nice to be able to add preference panels. I also notice that /Library/Preferences isn't searched... Are there any plans to add this and open up the API to 3rd parties?
