Anything in a public header is available to you. Anything not in a public header is not. Is that clear enough? The quote above referred to something that was not in any public header.

There may be some items in public headers that are documented, in the header, as being deprecated; that means that we have a better alternative available, and you should not start using the deprecated version, but it is still available for backwards compatibility.
