Ideally, I would like an API that links to my project, and the ability
to call it's functions to manipulate my files.

if you want to use PostgreSQL (as the database) and Cocoa, there's an
Objective-C API made for it... I believe it's called pgKit or something
similar. I also found this (a similar thing but in C, not Obj-C). Can't
find pgKit (maybe that's not what it's called!):
