Service bundles ending in .service do show up in my Services menu under 10.1, but only after you logout and log back in again. NSUpdateDynamicServices() appears to be broken, and the command line tool make_services is nowhere to be found. So for now, it appears the only thing that can be done to fix it is to riddle Apple with bug reports.
