Genstrings Tool for creating strings file?

Hello,

I'm ready to make my localized strings file and am searching for the
Genstrings tool. I did notice a "BuildStrings" tool with 10.1 developer.
Has the name had been changed? If so, any help on using it (or finding
genstrings) ?
