I personally think it's useful to anyone with minimal OS X experience. It covers things like Carbon, CodeWarrior, etc. that don't apply if you're going to stick to Cocoa. As I've said, it's a good general introduction, but it's not the be-all end-all (aka "Petzold for OS X"). For many people it IS a waste of time -- I imagine that for half the devs on this list they wouldn't find much useful in it, simply because they already know the answers.
