i don't know about NeXT or NSUmask, but in the
unix world, it can be set in /etc/profile
/etc/login or ~/.profile ~/.cshrc.

Yes, but none of these are read by the workspace/finder, so any folders
created therein, or by applications started therefrom, use the default 022
umask. My query is how to change this default.

Environment vars can be set in ~/.MacOSX/environment
Maybe there is another file you can put in ~/.MacOSX
that handles other settings? Apple folks?
