Not really. Some of us who live in strange countries might have a dialup
connection, which is all right for occassional batch mail send/receive, but
can go prohibitively expensive if used for such things as www searching and
reading docs.

There even are people who can get their mail, but who can't use WWW at all
-- either due to the connection kind (there is uucp, for example), or due to
provider/firewall limitations.

I do agree that's a quite dumb way of using Internet, but not all people
live in a country where a leased mbps-range line is cheap, or where local
dialup is free: here, for example, a mbps-range line is affordable for big
companies only, and for my dialup ISDN I am paying more than a
non-qualified-worker's whole income would be! (luckily my own salary is not
an non-qualified one ;).
