Just create a new target. Read up on targets in the project builder docs.

Create a new target from the Project->New Target... menu item.

If you want them associated with each other (i.e. bundle target built before app target, etc.) drag the bundle target underneath the app target on the target tab.

Subprojects are much easier and far more configurable in the new PB than in the old.
