Without a way to uncompress those files to non-HFS disks, there's little
point. Getting the standard formats working in a multifork world is far
more important to the overall integration of the Mac into the various
platforms it needs to interoperate with.

Getting Apple to make that easier needs to be a part of Apple's strategy -
whatever they do. That means being able to archive and reconstruct resource
forks through ._Filename semantics, as best as I can tell, aside from the
other work they have to do to make general backup and restore possible.

They're working on it, Hardlink restores are in 10.1.1 now; we'll get there
eventually.

It would be nice to know what's still missing, though - maybe the hfspax
developer can tell us what open issues remained on the work he was doing now
that 10.1.1 is out.
