Creating a thumbnail without Photshop. How?

Hi,

If you don't have Photoshop what tool can you use to create a thumbnail with proper alpha channelling? We have been trying a number of packages (on Windows) that we have here and we cannot seem to get it right. Sometimes, when we finally import the TIF into IconComposer we see that the alpha lloks good, but the shadowed part of our icon are all messed up in the thumbnail. We tried a number of different packages and techniques and either seem to lose the alpha of have a good alpha with a crap shadow.

Are there any tools available in Mac OS X we can use for this? I have GraphicConverter, will that allow me to create an alpha? Is there documentation available on how to do this?
