Can someone explain to me how to make TIFF images which have
transparency? I am trying to make the icons for the toolbar, but there
is always a white background, and it looks terrible.

I am using a transparent background in photoshop before exporting to
TIFF, so I am not sure why it is using "white" for the background of the tiff.

I don't know about Photoshop, but TIFF images with transparency (well, one transparent colour, anyway) can be done in GraphicConvertor. Use the magic wand thingy with a T on it (I don't know what it's called) to choose which colour you want transparent, and if you try to save the image as a TIFF then GraphicConvertor will offer to create the alpha channel for you.
