It's an app-specific thing, yes. Apps have to advertise when they can use them -- Cocoa is a much higher level framework and a lot of this is taken care of for you already by the classes. You obviously don't understand the Carbon architecture, it can't be "a framework thing as it should be" because that's not how Carbon works.
