You first asked the question less than five hours before sending this message. Those of us in the United States didn't see either message until later in our morning. Also, remember that Apple's public mailing lists aren't any sort of official support forum that guarantees any sort of answer - DTS is there for official support. There are probably internal Apple resources useful in your case as well.

As for modifying ISP and network settings, you need to use the System Configuration framework. It's a C framework so you can use it from Cocoa or Carbon with the same API. There is now some overview documentation on Apple's developer web site. Sorry, I don't have time to dig it up for you.
