Yeah this has helped, I shouldn't have assumed the installer was working properly... damn it should have at least given me an error message that it could not overwrite my old tools...

Ok I have figured out what exactly what went wrong here, somehow I could not overwrite my old install's applications directory. Hell if I can figure out why I manually went through and deleted all of it from the terminal and then re-downloaded the tools and reinstalled them. It all works great now!

Thanks to everyone who took time out from their projects to help me troubleshoot this!
