I don't think it's part of Darwin.

What kind of customization? If you just want to put a logo of your school up there (or something like that), the pictures & nibs are stored in
/System/Library/CoreServices/loginwindow.app/Resources/

If you want to launch something at boot, use /Library/StartupItems. If you want to launch something after login, use login items.

If you want to replace it completely (for using XFree for example), you can change that in /etc/ttys.
