Check the software update control panel, grr pref pane. Its been addressed along with the IE problem.

Yeah, it seems the Apple menu is operated by the app indeed: just try to
make an app which locks (an old good "while (1);" suffices), and the apple
menu becomes unuseable!

On the other hand, just _that_ app's menu becomes unusable. Switch to
any other application and you can access the Apple menu.
