The System Overview document already covers this pretty well. The order is:

- if there's a creator, use the app with that creator
- else if there's an extension, use the app that claims that extension
- else if there's a file type, use the app that claims that file type

In case of ties (multiple apps that all claim the same file type or extension), various attributes of the applications are used to determine which wins: latest version, most recent modification date, Apple-installed over third-party.
